Prof. Jeff Camkin’s Bio

Jeff Camkin is a multi-disciplinary water, climate and sustainable development specialist with 30 years of experience in water, fisheries, and agriculture governance, policy development, resource allocation, stakeholder engagement, research, education, and strategic advocacy. With a strong background in government, research organisations, NGOs, and academia, Jeff focuses on promoting connectivity between research, policy and practice, emphasising the importance of transdisciplinarity, better utilisation of all forms of knowledge and more effective collaboration.

His current roles include Adjunct Professor (Water Resource Management) at the University of Western Australia’s Institute for Agriculture, Impact and Engagement Manager/Senior Fellow (Water Policy and Management) at the Institute for Study and Development Worldwide (IFSD), and Senior Associate at Ricardo, in Australia; Water Policy Specialist at Terra Ambient e Recursos Hídricos (TARH) in Portugal; External Advisor for the Myanmar Water Academy; and member of the International Committee on Irrigation and Drainage Working Group on Capacity Building, Education and Training (ICID WGCDTE).

As a Churchill Fellow, Endeavour Executive Fellow, Australian National Commission on Irrigation and Drainage Travel Fellow and CSIRO Travel Fellow, and in his capacity as a global consultant, Jeff has developed a deep understanding of water management around the world and its relationship with climate adaptation and sustainable development.

With tertiary qualifications in natural resources law and applied science, and a strong commitment to capacity development, Jeff has designed and delivered new water education at the master and trade certificate level for participants from over 70 different countries. In 2014, Jeff co-founded World Water Policy Journal as a platform to support the world’s emerging water leaders and thinkers, and he remains Editor-in-Chief.

Dr. Tin Htut Aung’s Bio

Dr. Tin Htut Aung is an experienced freelance archaeologist. His doctoral research, conducted at the Graduate School of Humanities and Social Sciences at Okayama University, Japan, investigated the behavioral ecology, subsistence strategies, and lithic technology of prehistoric forager communities in Myanmar’s central belt and Shan plateau. This research explored patterns across these key aspects of prehistoric life.  He has contributed to significant explorations and excavations at cave and open-air sites in Myanmar such as Badahlin Caves, Gu Myaung, Htam Tim, Kyeeyoegone and Letpanchaybaw, revealing Upper Paleolithic and Neolithic occupations. Moreover, he joined the excavations at a Kofun period keyhole-shaped burial mound, known as Tsukura mound in Okayama prefecture, and a prehistoric site namely Iwabushi in Totori Prefecture, Japan.  Dr. Tin Htut Aung’s expertise extends to a wide range of material analysis, encompassing rock art, site use patterns, and lithic artifacts, and moving through time to mural paintings and sculptures from ancient through historical Myanmar. He specializes in the interconnected fields of prehistoric, landscape, and historical archaeology. Currently, his research is focused on the ancient hydro-cultural landscape of Upper Myanmar, examining the complex relationship between water resources and cultural development in the past.

Mr. Aye Min Paing

Mr. Aye Min Paing is a professional civil engineer with over 10 years of experience in water, sanitation, and hygiene (WASH) projects, as well as infrastructure and building construction in humanitarian and development projects with UN agency, international NGOs, local NGO, and government department. He has extensive experience with diverse WASH technologies across the country, along with expertise in design development and practical experience. He graduated with a Bachelor’s degree in Civil Engineering in 2014 from Technological University (Meiktila), a Master’s degree in Business Administration in 2024 from Lincoln University College, Malaysia, and a Post Graduate Certificate in Global WASH Program in 2025 from Drexel University, Philadelphia, Pennsylvania, United States of America.

Htoo Htoo graduated with Bachelor of Petroleum Engineering from Yangon Technological University. Her thesis title is reserve estimation and forecasting of Okahmintaung Formation. After the study years, she joined the Blazon as junior community coordinator. In 2021, she tried to dive in the environmental conservation field. She studied environmental science online short course at Insight Research Corner. She had one year working experience in Environmental Conservation Work, especially in Environmental Impact Assessment. Advocacy is one of the things she always does for the environment and young children. Now, she is working as an intern at Myanmar Water Academy.

May Thet Khaing was graduated with Bachelor of Civil Engineering from Technological University (Magway), in 2014. She had 3 years working experiences in water related work, especially in waterways conservation as a river engineer. She attended as a trainee at Young Water Professionals (5th Batch). She is passionate about the river system and how we improve and plan to sustain water resources. Now, she is working at Myanmar Water Academy as an Intern.

Dr. Chaw Yin Myint

Health Economist

Dr. Chaw Yin Myint, a Myanmar Physician and Health Economist who has pursued her PhD program of “The Burden of Health Care Use and the Feasibility of Health Insurance Reform in Myanmar” 2019. She received Netherland Fellowship Program award for her PhD program. She earned an MPH from the Mahidol University, Thailand and a Bachelor of Medicine from the University of Medicine 1, Myanmar.
As a health economist, Dr. Chaw applies the theories of production, efficiency, disparities, competition, financial protection and regulation to better inform the public and private sector on the most efficient, cost-effective and equitable course of action.
She is a Health and Nutrition consultant for UN organizations and INGOs in Thailand and Myanmar since 2014. Previously she joined as a researcher at the Health Intervention and Technology Assessment Program (HITAP), Ministry of Public Health, Thailand for 3 years. Before this, she served 7 years of extensive medical and public health care provision including nutrition and Maternal and Child Health care (MCH) as a Medical Officer, the Ministry of Health and Sport, Myanmar.
Dr. Chaw published several research papers in high impact peers review international journals regards health system in the South East Asia Region.

Mg Kyaw Myat Khine

Kyaw Myat Khine was graduated with English degree from Dagon University. He attended English Course in British Council (BC) and also served as volunteer for BC library and CSI (Civic Society Initiative) projects in BC in Myanmar from 2017-2018. Next, he continued learning Post Graduate Diploma in GIS & RS from Dagon University. He also learned Diploma in International Relations in Yangon University of Foreign Languages (YUFL). He interested in Environment protection sector with GIS mapping. So, he joined Myanmar Water Academy as an Intern.

Pyae Soe Thant studied Water Resources Management, Environmental Studies, and Social Studies. These interdisciplinary fields have provided him with a unique perspective on the world’s complicated concerns today. He has developed extensive experience in social and environmental impact assessments and research studies, as well as a deep understanding of the complex relationships between humans, society, and the environment. She has been an external advisor to the Mekong Program on Water, Environment and Resilience (M-POWER) from 2004 to 2010. She co-hosted many national, regional and international water events throughout her career. For this year, 3 international water webinars held so far, with an important call for “The new water management paradigm” at the Ecocivilisation water webinar and “Dialogue on water, happiness, and conscious cooperation for peaceful and prosperous Mekong River Basin”. She had also contributed for sustainable development and capacity building in Africa, Asia and Europe from 1987 to 2012. Worked as Senior Advisor to the Dams and Development Project, UNEP; Chief of Section, Water Sustainable Management, in UNESCO; and Vice President of AIT, Bangkok. More than four decades of experience in the water sector, from beginner to the veteran, converged to the subject of Ecocivilisation. Since 2021 she concentrated in co-creation of Ecocivilisation. Human and Water security from the perspective of global system change aiming at a happy, peaceful and prosperous world with less collective ego and greed are her current research interests. Hence, she founded the Myanmar Water Academy for the water education and future of water in Myanmar.

With a B.Agr.Sc degree in General Agricultural Science, M.Sc degree in Natural Resources Management at Asian Institute of Technology, Thailand and Ph.D degree in Agriculture at Kassel University, Germany, she has experience as a freelance consultant in Myanmar as well as a trainer for soil fertility management, sustainable agro-ecological practices, climate smart agriculture, integrated farm management and agroforestry, etc. in Myanmar collaboration with WWF and Golden Plain, Myanmar.

She has also experienced on baseline and endline assessment, need assessment, rapid assessment and desk review as agriculture and livelihood specialist collaboration with the diverse organizations such as FAO, WWF, WVM, GIZ, IFDC, ADB, ACIAR, LDD and so on. She also has good experience concerning Public-Private Partnership (PPP) approach through IFDC project and good organizational facilitation skill on workshops and trainings in Myanmar.

Currently, she is working at FAOMM as National Consultant (GIS and Remote Sensing Specialist) to assess the resilience among households against food insecurity risks and climate change through strengthening value chains, promoting climate smart agriculture and empowering women-led SMEs in Myanmar.

Prof. Dr. Sein Myint is a retired Professor and Head of Petroleum Engineering at the Yangon Technological University (formerly RIT) and current Chairman and MD of the Supreme Groups of Companies.

He has (27) years teaching and research experience until 1992 and after that more than 25 years of leadership in business arena, covering many different areas such as the Business Representative of (11) Foreign Companies of Business and Supreme Groups of Companies working in the fields of Water and Environmental Engineering, Manufacturing, Agriculture, Agro-Chemicals. and Agro Industries, Chemical and Bio-Compost Fertilizer, Organic Farming, Energy, Steel Bridges, Supplier, and Consultancy.

Yamin Kyaw

Yamin Kyaw is passionate about community development, physical and mental wellbeing throughout her lifelong practices. She worked as data analyst, monitoring, evaluation and learning professional for the community development works with 8 years of experience with International Non-Government Organization named Mercy Corps, 2 years of experience with PSI, Population International Services Myanmar. She is one of the members of Ecocivilisation Myanmar Wing and loves to do volunteering work for the community development from every aspect she can like knowledge sharing and facilitating the events.

She was born in November 1989 as the youngest in her family, having the one elder brother. She is graduated with Master of Computer Science from the University of Computer Studies Yangon in 2014 and perused other diplomas of English and Development Studies from Yangon Economic Institutes. She loves being in the nature, reading, doing yoga and listening to podcasts.

U Cho Cho

U Cho Cho is a Senior Irrigation Engineer with more than (50) years of experience in design and implementation of hydraulic infrastructures. He obtained Bachelor of Engineering (Civil) degree from the  Rangoon Institute of Technology, Yangon, Myanmar (1970) and Post Graduate Diploma in Hydraulic Engineering from the International Institute for Hydraulic and Environmental Engineering, Delft, The Netherlands (Experimental and Computational Hydraulics)  in 1983. He started his career as a Construction Engineer in November 1970, at the North Nawin Irrigation Project, Pyay, Myanmar under the Irrigation Department, Ministry of Agriculture and Irrigation. In 1984 he worked with Lahmeyer International of Germany in ‘ Kinda Multipurpose Dam Project ‘ (as the government staff) and more joint projects with Snowy Mountains Engineering Corporation consultants of Australia in the ‘ Strengthening of Planning and Design Branch of Irrigation Department in 1987.၊

He has worked from 1970 to 1988 in the government sector and from 1989 onward he entered into the consultancy field and the private sector to date. He holds the uncompromising integrity and contribute to the empowerment of next generation engineers. He was one of the founders of the Young water professional programme in Myanmar, former Member of the National Water Resources Committee, and former Chairperson of the Advisory group.

As the water professional, he specialised in Hydraulic Scale Modelling and Mathematical Modelling in the Framework of Ye-U Model and Design Studies (Myanmar ground case) in Delft Hydraulics, Devoorst, The Netherlands in 1987. In 1992 he went to Japan and did the Individual Training Course on Hydraulic Model Test at the National Research Institute of Agricultural Engineering Tsukuba, Japan

It involves Social Impact Assessment, Environmental Impact Assessment, Navigation and Irrigation works for the Project. 200 ton/day Pulp Mill Project ( Thabaung ) ( Client : Myanma Paper and Chemical Industries ) Monitored the progress and quality of the construction works by NEPS to be completed according to its schedule and specification. Kun Hydropower Project, Bago Division ( Client : Myanma Electric Power Enterprise ) As a project manager organized and coordinated the investigations and design works of the project. The project involves a rock fill dam of height 76 m having an installed capacity of 60 MW. The Kokang Rural Development Project, Shan State ( Client : Katahira & Engineers International, Japan ) Prepared report for the works and gave necessary guide lines for the successful completion of the above project which involves material investigation and topographic survey works covering an area of small hydropower scheme and 70 km long road. North Nawin Irrigation Project, Pyay As a Construction Engineer responsible for earth works of a section of the embankment of height 115 ft in cooperation with Consultant Engineers of Energo Project of Yugoslavia. The dam impounds 290,000 ac.ft of water to irrigate a land area of about 96,000 ac. Also responsible for irrigation and drainage system of the project covering about 20,000 ac. After completion of the project, responsible for the operation and maintenance of canal system covering about an area of 25,000 ac. Repair of Nawin Town Bund, Pyay As an engineer incharge of a flood protection team carried out both temporary and permanent repair of flood protection embankment for an urban area which was breached during an abnormal flood in 1974.

Dr. Ohn Myint

Born in September 1941 to his parents (U Ba Hla and Daw Aye) at Tawa (Navigation Locks) (ရေတံခါးတာဝရွာ) village (about 8 miles South of Bago Town) during the Second WW time.  He completed Primary (Tawa and Bago) and Secondary education in (Bago National HS and Yangon St. Paul’s HS). Attended and graduated in B.Sc. (Civil Engineering) from the R.I.T in 1964.  After graduation, he joined the Civil Engineering Department of R.I.T as an Instructor in 1964-65. He was then selected as a State Scholar in 1965 to the former Soviet Union to study Hydraulics at the Friendship’s University, Moscow.

He studied/researched there for “Loose Boundary Hydraulics”, completed Ph.D. and returned to Myanmar in early 1970 and rejoined the R.I.T Civil Engineering Department. Conducted Hydraulic Engineering course to then the Final Year B.E. classes. Later he was transferred to Irrigation Department, the patronage of his State Scholarship. Worked in Irrigation Department’s Planning and Design Branch for about 21 years up to the level of Deputy Director (Design). During that period, in the late-1970s to mid-1980s he conducted post-graduate courses in Hydraulics and Water Resources Engineering at Civil Engineering Department of R.I.T as a visiting lecturer.

In late 1990 he applied for a Water Resources Engineer position at the World Bank, Washington D.C. and joined the Bank’s South Asia Department in early 1992. He continued to work in the Bank for about 12 years as Senior Irrigation/Water Resources Engineer and retired in September 2003. Since then he continues working as a Short-Term Senior Water Engineering Consultant with the World Bank in South Asia Region, Europe, and Central Africa Region, Middle East, and North Africa and West Africa Regions to date.  His involvement includes assisting the Bank’s project teams in preparation of technical appraisal, reviewing technical reports for financing and in supervision of the Bank funded projects.

Dr. Khin Hnin Yu

She is an agronomist with experiences in conducting agricultural extension trainings as well as in doing base line, end line assessments on agricultural and environmental conservation projects. She mainly participates in carrying out the sustainable farm management, climate smart agriculture, sustainable agroforestry practices and disaster risk management projects in collaboration with IFDC, GIZ and WWF.

War War Shein has more than 35 years engagement in the agricultural sector development activities in different roles. She has experiences working with Government Sector, Private Sector, LNGOs, INGOs, and UN contributing for project formulation and design, project implementation and management, monitoring and evaluation, capacity building of staffs, networking partners and local communities in the areas of food security, humanitarian, livelihoods, agricultural value chain and market systems development, women economic empowerment, Governance and Gender Justice, business linkages, Climate Change Adaptation and Mitigation measures  etc. As she was long working in conflict area (Rakhine and Kachin State), she know peace building process and peace training. She is a member of Internation Women Peace Group. She holds her B.Ag Degree in 1985 and Master Degree of Agricultural Economics in 2004.
